Ambassador Olcay was born in Addis Ababa, Ethiopia in 1962.

Graduated from University of California, College of Letters and Science, Economics in 1983, Olcay started his career in the Department of International Economic Issues at the Ministry of Foreign Affairs in 1986.

Olcay, who performed his military service in 1985, was appointed as Attaché and Third Secretary at the Embassy of the Republic of Türkiyein The Hague during 1989-1992 and in Havana from 1992 to 1994. Olcay worked as a Second Secretary at the Directorate General for Slavic Countries at the Ministry of Foreign Affairs between 1994 and 1995, and at the Directorate General for Far Eastern Countries during 1995 and 1996.

During the years 1996-2002 he served as First Secretary and ultimately as Counselor in the Turkish Embassy Belgrade from 1996 to 2001 and Turkish Embassy Skopje from 2001 to 2002.

After serving as Department Head at Directorate General for Cyprus and Office of Senior Counsellor for Foreign Affairs of the Prime Ministry between 2002 and 2004, he was appointed as Consul General in Turkish Consulate General Dusseldorf, where he served for 4 years.

Olcay worked as Department Head, Envoy at Office of Senior Counsellor for Foreign Affairs of the Prime Ministry from 2008 to 2013, before he was appointed as Ambassador of the Republic of Türkiyeto Brussels in 2013.

Having worked as General Director at the Directorate for Strategy Development at the Ministry of Foreign Affairs for 3 years, Olcay has been appointed as Ambassador of the Republic of Türkiye to Ireland in 2021.

Mr. Olcay is married with one child and speaks English and Spanish.
